Cần giúp đỡ webmoney

Mình vừa mới tạo acc webmoney standard nhưng không tài nào tạo được ví WMR, nó cứ hiện cái thông báo:

mặc dù mình đã vào https://passport.wmtransfer.com set các thứ location, zip code, Identification document number nhưng vẫn không được.
Mình chơi seosprint nên cần nhiều WMID nên không nâng lên classic được.
Nhờ mọi người trợ giúp.

Set xong lên formal, sau đó cài Win keeper Pro (classic) actived nó xong thì tạo thêm ví.
