Ban đang dùng nguồn tiền từ thẻ để thanh toán vì paypal ko cho phép bạn dùng số dư trong paypal để thanh toán (tiền tạm thời hold hoặc pp đang nghi ngờ nguồn gốc tiền). Vì vậy, lỗi ở đây là do ngân hàng ko cho phép charge tiền do thẻ có vấn đề: ví dụ: ko đủ tiền chẳng hạn.

Cho nên nếu trường hợp của bạn là muốn dùng thẻ để thanh toán thì nên hỏi ngân hàng (VN hoặc nước ngoài).
Còn trường hợp bạn có tiền mà thanh toán k dc thì nên xem lại cách ăn ở của mình.

Do bạn mới remove thẻ hoặc add thẻ mới không thành công mình gặp thế mà để tự nó hết
